About BikeSafe
BikeSafe is a national police‑led motorcycle safety initiative that is administered and governed by UKROEd. It aims to reduce motorcycle casualties through education and early intervention.
Delivered by police motorcyclists across the UK, BikeSafe offers workshops and observed rides that help riders improve their skills, awareness, and hazard perception.
Overview of the role
The Strategic Development Team are responsible for planning and delivery of key strategic projects within UKROEd. As Digital Project Manager, the post holder will lead the planning, delivery and successful implementation of a coordinated digital programme covering the redevelopment of the UKROEd, Road Safety Trust and its BikeSafe initiative websites.
You will steer the project through its full project lifecycle — from initial review and user research, discovery and scoping, through to procurement of suppliers including web developers, content migration, stakeholder testing and finally launch.
You will ensure you have understood the requirements for each project by engaging with relevant stakeholders and producing appropriate briefs detailing the different functionality requirements of each website. An understanding that each website or digital area will have its own priorities, audience focus and technical requirements, but all are equally important to the overall success and impact of the programme.
Therefore, the postholder should ensure that every site is delivered in line with its unique brief, fit for purpose, and aligned with the wider digital and organisational strategy.
The successful candidate will also take responsibility for project governance, stakeholder engagement, supplier management and delivery to agreed specifications, budgets and timescales.
This role is ideal for a project professional with demonstrable experience managing high-visibility web or digital transformation projects in not-for-profit, education or public service contexts.
Principal Duties and Responsibilities
| Strategic Planning and Governance | |
| 1. | Lead the planning and execution of a multi-site digital development programme for UKROED, The Road Safety Trust and BikeSafe. |
| 2. | Develop project scope, objectives, and success criteria for each website, ensuring alignment with brand identity, accessibility and user needs. |
| 3. | Establish governance arrangements, reporting mechanisms and communication plans for oversight of senior leaders and project boards in addition to other appropriately identified project stakeholders |
| 4. | Ensure that all programme activity realises agreed business benefits and digital outcomes. |
| 5. | Ensure the project adheres to any applicable internal governance processes including the Digital Gateway framework and documented procurement processes, in addition to any legal considerations or legislations. |
| Project Delivery and Execution | |
| 6. | Manage the full project lifecycle from discovery through design, build, testing and launch. |
| 7. | Interpret and understand project briefs: Review and analyse the brief for each website project to fully understand the strategic goals, target audience, functional requirements and brand positioning. E.g deliver a Knowledge Hub/repository section on the RST. |
| 8. | Oversee procurement and contract management of third-party digital agencies and suppliers. |
| 9. | Create and maintain comprehensive project documentation, including specifications, schedules, budgets and risk registers. |

· Strong understanding of digital project lifecycle management, including discovery, design, development, testing, launch, and post‑implementation review.
· In‑depth knowledge of project management methodologies, such as PRINCE2, Agile, or hybrid approaches, and their practical application within digital environments.
· Familiarity with content management systems (CMS) – such as WordPress, Drupal, or Umbraco – and the ability to manage content workflows, permissions, and governance processes.
· Understanding of digital accessibility (WCAG standards) and legal considerations in relation to the Equality Act 2010
· Knowledge of Google Analytics, SEO, or digital performance measurement.
· Understanding of data protection, privacy, and cookie compliance in line with UK GDPR and PECR.
